CSIL is an independent research and consulting
company founded in Milan, Italy, in 1980 specialising in applied
economic research, SMES economics and support to development
projects and programmes. Its twenty-five partners are economists,
engineers, political scientists, management consultants, experts in
technology and business organisation. CSIL is a world leader in the
analysis of some SME based industries, with around 130 multi-client
studies currently available, and more than one thousand projects
successfully completed.
CSILdevelopment is the team of CSIL experts that specialises in
strategic analysis, planning and evaluation, particularly in
regional economics and the economics of small and medium-sized
enterprises. The team has developed its own original methodology for
the financial and socio-economic evaluation of public policies,
development projects and programmes. CSIL experts are the authors of
the Guide for Cost-benefit analysis of investment project adopted by
the DG Regio, European Commission for the appraisal and selection of
projects co-funded by Structural Funds, Cohesion Funds and ISPA.
CSIL has also been awarded evaluation contracts by DG Enterprise and
other EU and international bodies.

Csil, together with Finlombarda, has contributed to the implementation the INTERREG PROJECT “ Institutional Capacity for Assessing the Impact of Structural Funds” (Incasis).
The overall objective of the project was to promote sustainable regional development, social cohesion and economic development by improving, extending and pioneering the instruments, programmes and policy approaches of the participating regions in respect of the evaluation of projects and programmes financed with Structural Funds.
The fruitful cooperation among the project partners has brought to concrete results that were presented during the final conference held in Cracow the 27th and 28th September 2007 and organised by the Lead Partner, the Cracow University of Economics.
Outputs achieved by the project were a final catalogue of tools for evaluation of the Structural Funds coming from best practice instruments transferred from one partner to another and a guide for the evaluation of projects undertaken by regional authorities co-financed with Structural Funds. The project activities finishes at the end of December 2007.
