Guide to cost benefit
analysis of investment projects- CSIL experts updated
two previous editions of the same guide taking into account the
development of the political, legal and technical contexts of major
investment projects of DG Regio. The guide provides support for the
selection of the projects to be funded by Structural Funds, Cohesion
Funds and ISPA.The main topics of Cost-benefit analysis are the
following: identification of project, objectives definition,
feasibility study, financial analysis, economic analysis, risk
analysis, the calculation of rates of return and the decision of
cofinancing. |

financial analysis to evaluation units within the NUVAL programme
promoted by FORMEZ. The document addressed basic issues of financial
analysis, such as its position in the feasibility studies, the
sources of info needed to complete it together with economic
analysis, its articulation as an "integrated system of accounts",
etc… |

Investment Projects- This document provided training
support on cost-benefit analysis to evaluation units within the
NUVAL programme promoted by FORMEZ. It included introductory
elements of cost-benefit analysis and the different application in
the case of sector programmes (environment and water management;
transport; cultural heritage; training) and specific countries (France,
USA and UK). |

Update of MEANS collection-
The project aimed at producing a revised edition of the MEANS (Méthodes
d'Evaluation des Actions de Nature Structurelle / Methods for
Evaluating Activities of a Structural Nature) manuals taking account
of recent developments in the evaluation, policy and regulatory
context of Structural Funds. The manuals serve as a guide to
evaluators, evaluation policy-makers, and other parties concerned,
on the concepts, principles, issues and practices involved in order
to plan and carry out evaluations. CSIL especially revised the
sections on cost-benefit and cost-effectiveness |

Cost Benefit Analysis, Development
Planning And The Eu Cohesion Fund: Learning From Experience-
In this paper our experts consider the experience of transport and
environmental evaluation in the framework of the Cohesion Fund,
established by the EU in 1993 to co-finance through grants
infrastructure projects in Spain, Portugal, Ireland and Greece, and
more recently in the new Member States. We focus on the regulatory
requirement to provide the Commission a cost-benefit analysis of the
investment projects. We assess some recurrent conceptual issues in
project appraisal for the Cohesion Fund. In particular we discuss
typical omissions and errors we have observed in our reading of
large samples of project applications and ex-post evaluations. We
propose theoretically consistent and feasible solutions in the most
critical areas for the CBA of Cohesion Funds projects. |

Effectiveness evaluation of the ICE (Italian
Institute of Foreing Trade) promotional programme: a case study-
This paper illustrates some results from a still ongoing training
and consultancy project, on behalf of the ICE (Foreign Trade
Institute), aiming at integrating ICE programming with evaluation
and monitoring practices. It discusses the opportunity to extend
evaluation practices to fields which are not strictly related to
development programmes. |

The Evaluation Units Network: a note on
a recent institutional innovation in Italy- This note
illustrates a recent innovation in the institutional framework for
evaluation in Italy. It draws from the author's contribution to the
feasibility study of the project. It describes the legal and
institutional framework leading to the creation of the Italian evaluation units network and includes final remarks on the future of
this original experiment. |

An International Comparison of the
Financial and Economic Rate of Return of Development Projects-
This working paper analyses data on the rates of return of
investment projects sponsored by three international institutions:
the European Union, the European Bank for Reconstruction and
Development, the World Bank. The focus of the paper is on the
variability of ex-ante economic rate of returns (ERR), offinancial
rates of return (FRR, available for EU and EBRD) and ex-post or
re-estimated economic rates of return (RERR, available for WB only).

Evaluation of local development policies- After a brief definition of evaluation
within the context of local development policies, the paper
identifies the main objectives of these policies and tries to define
them. In the last 2 chapters it suggests some evaluation tools as
well as results that should be achieved through local development
policies. |

European Commission Evaluation Projects:
Demand, Supply, Impact- This paper
assesses the evaluation projects of the European Commission, and
their coordination entrusted to DG Budget. Drawing from and
comparing with the experience of the evaluation units network in
Italy, the present paper discusses to what extent the evaluation
process is managed efficiently and effectively by the European
Commission. |
